You probably shouldn't go with waterballoons... there's a very good chance they would burst during the day and you'd get a giant wetspot. You can, however, purchase padded or pushup bras designed for women who are on the smaller size. Also, they do have "fake breasts" that add an inch or two to the bustline. These are usually found in bridal/dress shops and are placed in the bra to give some volume to your chest.

Yes, there are fake breasts, depending on the amount of money you spend changes the quality. You could also make them yourself, bird seed is a popular method, and using stuffing such as found in stuffed animals can work for some. Water balloons can pop. And so can other fake breasts made with liquid inside them. Maybe shop on line for padded? Or if you're brave enough you could go to something like Victoria's Secret. You don't necessary have to have HUGE breasts to look like a woman. You can have AA cups and still look like a female.

Socks full of birdseed, tied off and placed in a bra . . . sounds insane, I know, but I have a couple of MtF friends who swear by it.
Also, balloons doubled up and filled with pudding are supposed to be good, and feel real when placed inside a bra. I've never actually used this myself (the only time I ever had to "stuff" for anything, it was onstage and so toilet paper was more than sufficient), but again - friends who swear by it.
Having experience with the kind of padding used by amateur theatre, though (socks, toilet paper, tissues), I wouldn't recommend ANY of them. Toilet paper and tissues especially will shift as you move, and eventually you'll end up with lumps - or bits of white sticking out of your top, which is worse! As for socks . . . we're heading into summer. Need I say more?

yes there are fake breasts! they actually look and feel like a breast and you can buy them at many places. but i cant think of the names right now. go online and type in something like breast inserts. i dont know how much they are but try victorias secret, fredricks of hollywood, and google it! if you cant find them just get a good bra and stuff that thing full of tissues!!!!!!

The best place I have found is eBay. Do a search for silicon breast and you will be floored. I found mine for less than $65 with shipping. They are not the best, but for the price they are great! And for a TS, it's the best investment you can make.

There are fake breasts that feels like the real thing used by women who have undergone mastectomy... like there are fake butts and hips and shoulders, too. Just go to the women's lingerie department.
