through the mail, black eye susans& cone flowers, what i'd like to know do they come back year after year?

Cone flowers come back every year, from the plant. Black eyed Susan's will self propagate - the seeds that fell from this years flowers will grow new plants next year. Be warned though .. the seeds will fall in many places you don't want them to!

No, generally the mail only delivers once. Be careful if the Postman rings more than twice, though.

Coneflower is a perennial, BES depending on the variety.
