Just about anything can be a form of art. A common philosophical question is "What is art?"

I am not sure of a website to help you but I believe film is a form of art because its molded through editing and style and it challenges the viewer's perceptions through sound (or lack of it) and what you as the film maker chose to focus on. Every film is guiding us through a story as the editor/artist chose us to see it even when it appears not to (like documentary style is still the artists view).
