In baseball parlance, "retired" generally means "to get out". Any pitcher who throws a complete game win will have retired 27 or more. Thus, the record would be whoever pitched the most innings in a single game. Thus, the record would be jointly held by Joe Oeschger of the Boston Braves and Leon Cadore of the Brooklyn Dodgers, who pitched a 26-inning game (and, thus, 78 outs) against each each other on May 1, 1920.

If you mean in a row, then the above answer about Harvey Haddix is correct - he threw 12 perfect innings (thus, 36 outs) before a batter reached 1st on an error to open the 13th inning.

A lot of pitchers have "retired" 27 in a game - it's called a complete game. Even if you give up 20 runs, 27 hitters get "retired" in a 9 inning game.

What exactly is it you wish to know about Milt Wilcox's accomplishment? Is it consecutive outs? Is it related to near perfect games?

Harvey Haddix retired 37 batters in a row in 1959. He had 12 perfect innings, and got 1 out in the 13th, when an error, a walk, and a single(homerun, but Adcock passed Aaron on the basepath) ended the game.

In 1959 Harvey Haddix of the Pittsburgh Pirates retired in order the first 36 Milwaukee Braves he faced. In the 13th inning he lost his perfect game, no hitter, shutout and game 1-0. This is quite arguably the greatest pitching performance of all time.
