Legislation for the democratic and/or republican parties are passed in the same way, BY VOTE. If a bill receives a majority vote, then the bill passes from the House and/or Senate to the other branch of the Legislative Branch of government. However, if there is a Presidential veto the measure must return to Congress and clear with a 2/3 majority vote. The veto override is a part of the checks and balances system that was put into place by the founding fathers.

The founding fathers also penned the Constitution, put into place to protect the rights of the people. Thus giving us freedom of speech, our right to disagree with government, and the ability to change what is effectively faulty.

Hope this helps to understand that party lines do not ALWAYS dictate how legislation is passed. Just as when there was a democratic president and a republican controlled congress, people would question reasoning of the president as they do now.

Legislation is passed the same way regardless of party.
Take a Government class.
