I would assume people not having the basic necessities to survive, such as water & food is as good a place to try and define poverty. It is a safe bet few in America or Europe know real poverty.

the fact that there is at least one poor person in each country, hence the word GLOBAL poverty.
Just like a GLOBAL company that has at least 1 base in a country overseas.
