No, but it means you ovulated. Cervical mucus gets stringy and thicker after ovulation and during pregnancy due to extra estrogen production. It's perfectly normal and a good sign that your body is doing what it is supposed to do.

Your body is constantly creating some sort of mucous down below. It's often different consistencies though.
