Need more info. Your fish could be sick from a number of differnt things from a swim bladder (feed it greens like peas, greenbeans, lettuce) to not enough dissolved oxygen in the tank.

Two things:
1) Why are people inferring that the fish is out of the water? Where is THAT coming from?
2) If you don't know what kind of fish it is, you shouldn't own it in the first place, and yes, once they start floating weirdly they're pretty much goners. Just feed him normally and he will die on his own. DON'T FLUSH HIM WHILE HE'S ALIVE!
I really want you to research your other fish to find out what they are and how to take care of them. A fish tank is not a lava lamp.

what are you saying are you telling us that youre fish just fell out of the tank and cant even breath will you can just throw the fish back t the water silly girl . or mst be youre other fishes doesnt like this fish anymore that why , theyre trying to kill it . you should put it into a naother wter tank to keep it alive.

make sure its in the water and let it rest for a while unless it is dying fast their is nothing really you can do besides make sure its OK and leave it in the water

generally once your fish starts floating on its side there isnt much you can do... as much as it sucks once its dying its dying
