It's symbolic for things that shine or look pretty might be ugly or not what they really are underneath.

It means the same thing as "you don't judge a book by it's cover".

A more colloquial wording of this phrase would be "Not everything that glitters is actually made of gold." It means that something which seems valuable at first may turn out to be worthless. It is intended as a warning that appearances can be deceiving, and the actual worth of something may not be what your first impression leads you to believe.
