I've tried relatively sharp scissors and a blade from a razor you shave with, but they all make really slow progress. Is there anything better?

I recommend the X-acto knife. Buy a set of replacement blades because they will go dull relatively quickly, but it should work much better. (your total investment will be around five bucks.)

Just what you have available and easy to find is the bread knife or a serrated edge knife. Of course it's better to get specialised tool but until you do and if you can't find it improvise. Also depends on how neat an edge you want. It can be improved with scissors after the thicker stuff is cut off. Experiment and good luck but be careful and don't take unnecessary risks these knives are dangerous and you can get carried away.

exacto knifes they work on everything, cut through once the turn over and touch up where it didn't go through all the way

Get a utility knife. All hardware stores sell them pretty cheap.

I use a self sharpening paper cutter.

utility knife... exacto blades are not as durable
