If you can prove ownership then the dealer can cut a key for you most of the time. Example... if you have a Ford a Ford dealer can make a key for you usually. That is how I got a replacement key for my van.

The best chance I would think you had at this is to call the dealership of the car's make even if not bought there. Ask them if they can make a key for it.
Otherwise you might need to get a new ignition and door locks.

All you have to do is call the a dealership and tell them your problem. There is a number somewhere on your car telling they what key it is that you need. It may be the VIN, however I am not too sure about that they would be able to get you a new key cut.

Yes, call the dealership and give them the PIN number from the windshield or door. Then get a friend to take you to the dealership, with your registration as proof. And, get a second set made.
You also need to call each credit card company for those you had in the purse, and your bank. And, replace the driver's license so call them. Remember there is a thing called identify stealing.

As long as the car is not too old, you can usually get a key cut at the dealer by providing them with the VIN of the vehicle (it will be on your proof of insurance) and proof of ownership.

Yes you can. You can call a locksmith and have a new ignition put in.

You'll have to go to your dealership if your car is new, they always keep an extra. If your car is old well then I don't know.
