Rozelle was the best sports commissioner. He was fairly young when he was named commissioner in the early 60's. I believe he worked in the Rams front office prior to being named as Bert Bell's replacement.
The best things that happened on Rozelle's watch:
1. AFL-NFL merger. No more bidding wars for draft choices.
2. Television contracts. Each team used to have their own local TV deal, similar to MLB teams. Rozelle convinced the big market owners that it would benefit the league greatly if they negotiated as a league with TV networks rather than individually with local stations. He was right, and then some.
3. Parity of the league. Before the salary cap and free agency, the TV deal meant that all teams shared revenue evenly. Even small market teams could compete with the New York, Chicago and LA teams rosterwise.
The worst things that happened on Rozelle's watch:
1. Battling Al Davis at every turn, in every courtroom to prevent him for moving team to LA. Took a lot of out of Rozelle and the league.
2. Result of loss to Davis in the courts, franchises moving from one good city to another for financial windfall.
