If CCl4 is carbon tetracloride then it will not disolve in water. The other are salts that readily form solutions in water.

It is a non-polar solvent and with water being polar it will not mix and not dissolve and hence form 2 layers.

I'm pretty sure it's the CCl4. It's a covalent bond, so it wouldn't deionize in water. That and I'm pretty sure it's a gas.
