Two groups come to mind. 1) customers, how ever you define a customer. That usually is someone who directly uses the goods or services you sell. 2) Influencers. Those are people who don't directly use your goods or services but who influence those who do. An example might be a doctor who tells you to eat oatmeal to control your cholesterol.

whoever you want a response from.
if you want to talk technical terms that people in media use.. once you have that demographic down.. there are a ton of metric tools to find your reach [%age of people you will reach] and frequency [number of times your demographic sees the ad]. You can also measure impressions.
