It is called "additive color" When you put all colors together with light, like in a cathode ray tube, it becomes white. "Subtractive color" happens when you put all the colors together of a physical colorant, like pigments used in printing or paints, these become black. White light (sunlight) is made up of all colors of light. Each color of light has different wavelengths and as it passes through a prism (raindrops) each color is separated. When you spin a color wheel the reverse happens. The colors you see on a color wheel are just colors of light that are reflected back to you eyes. For instance, when you see blue, all the other colors are absorbed but blue is reflected back to you. When you have multiple colors reflecting back at you and those colors are mixed by spinning them then you see white.
