On the top of your browser, go to "Help", then "About Internet Explorer"
Under version you will see "Cipher Strenght" which will tell you the bits you have (64 0r 128), if it is not 128, download Internet Explorer 7 from http://www.microsoft.com/windows/products/winfamily/ie/default.mspx
it comes with 128 bits by default

When you pay bills online it is not your computer that needs the 128 bit encryption you will log onto the payees computer that has the 128 encryption security, first make sure you have the right website there are lots of bogus sites even for banks, so watch out.

for a secure way to find out if the site is a bogus site download Fire fox 2 web browser from Mozilla below it is the most secure web browser out to day, it will tell you if the websites are fraud sites, if it is a fraud site it will tell you to get off now.
on the safe side phone who ever it is your going to pay the bill to, and let them guide you through the setup
Some web sites will only except IE6 so for them you need to have it to get on computer, for their websites, but check it out first with fire fox

also if you do use IE6 to access the websites to pay your bills make sure you delete all cookies, history and cache after you log off the internet

also if you get e-mails from these websites asking for your details to upgrade their data base never give these out. it will be from a bogus website. your payees will never e-mail you to ask you about your account details,
