Is it legal for a Cooperative Electric Company to mention a bill that you filled bankruptcy on more than 20 years ago?. I am not saying they tried to collect the old bill. They just brought up the fact that it happened and because of it I would have to pay double the current of deposit to get the electric turned on.

Paying double the rate is fine. It just does not seam right that someone can talk to up about something like that more than 20 years later. So my question is, Is it legal for someone to do that?

Because you filed for bankruptcy, they don't have the right to collect on that bill. But because you owed them money that you didn't pay, they're well within their rights to refuse a connection without a deposit. The electric company cannot choose its customers: if you're living in their service area they have to serve you. If they were some other sort of merchant--say, a shoe store--they'd have the right to simply refuse you credit and/or not deal with you at all. I can't say that I blame them, and you might consider paying them back for the the old debt.
