Who sells them?

Usually coins found in the ground that are damaged are not worth much. A lot are just common coins, however once in a while a rare coin is found. It can usually be salvaged but it must be done by a professional. They call it conserving the coin. I am not sure what you mean by who sells them?? If you meant who buys them, a coin dealer would if a rare or scarce coin. People are finding common date Indian head cents and Buffalo nickels, as well as Liberty nickels all the time. Usually copper coins don't do well when buried. Hope this answers your question.
