i own a shop, and if you can get a hold of it with a small pair of vice grips,it should come out,i had two on a motor home that i had to drill out so this is a last option before you have to drill it out of it,it should finally let go on it ,if your changing plates you might can cut the plate off or from around the plate, and that will make it a lot easier to get the vice grips on it,then it has to come out, good luck i hope this helps.

I've had to do this more than you could imagine. The last resort is to drill out the screw with a bit slightly smaller than the hole. Then replace the screw . In most cases, the head of the screw will pop off and the drill bit will run the rest of the screw right through.

There are hand impact drivers that you can buy but that is a little pricey just for that. If all else fails you can drill the head off the screw or use a grinder to grind the head off.
Most of the screws they use now have socket heads on them also, so you can use nut drivers or a socket to get them off.
good luck

if your going to try a penetrating lubricant, PB'laster works way better.
if that dont work, get a screw out set, comes with proper sized drill bit, drill hole, switch to the screw out bit, reverse screw out.

For a small job, maybe you should just use a hack-saw.
