I'd go for the old fake wallet in the back pocket kind of move. Failing that just grab the person nearests hand a have a good old scratch.

go to the middle of the street and shout, wow my bum is incredibly itchy, i think I'll scratch it. everyone is now feeling slightly embarrassed and will look away, leaving you to enjoy the small mercy of eradicating an irk-some itch.

depends, if i was in a different country i'd just do it, dont ask me why i have no idea! but if i was in my home town or around people i know, then i'd hide and do it... although thinking about it i did it yesterday when i took my son out on his bike, and an old couple i didnt realise were behind me didnt say anything but were definitely smirking... ! but i was absolutely desperate, otherwise definitely not :D !
