There are tons of great long anime series that I would like to mention but instead heres a list of some that are actually short.
Trigun (around 25-30 episodes)
Cowboy Bebop (30 or less episodes)
Tenchu Muyo GP (never watched it not sure if I spelled it 100% right but I hear its funny)
Samurai Champloo (not sure on exact amount of episodes but it seemed shorter then most series ive seen focuses on action and has doses of comedy)
now heres some longer but must see series...
-Full Metal Alchemist (50 episodes)
-Rurouni Kenshin (100 Episodes)
-Bleach (120+ Episodes)
-Gundam Seed (50 episodes I think..)

The one's mentioned above are seriously funny.. umm.. but theres some gore n bloodshed as well (samurai anime ya c)
Karin (24 eps) a really silly funny anime.
Midori no hibi (13 eps) Really..really funny.
Paradise Kiss (12 eps) totally love yazawa ais work
