You can do two things, use a wire brush or sand paper to remove the rust. But be VERY careful, sounds like its not a good quality knife. FYI: Sometimes silver polish works, or toothpaste depends on the rust.

Try rubbing some of the gritty type dishwasher detergent( not dishwashing liquid)on it. The stuff that goes in the dishwasher works well for the rust stains in stainless sinks, too.
Brillo pads will work, also. Be careful not to scratch them, though.

Two suggestions:
1 - soak it in Coke, then wipe away the rust.
2 - scrub it with a bit of powder Oxyclean.

Heinz vinegar book, suggests for nuts and bolts or nails,place them in a glass jar covering them with vinegar and leave them overnight. I know that's not a knife, but maybe it will work for the knife, Take a cloth and soak it with vinegar and wrap it around the knife and see if that helps.

this might sound funny but go outside an stick it in the ground a bunch of times. the dirt will remove it. kinda like how sand paper works.

I've found that when I scrub the blade with any scrubber, the rust is gone.

your knives should be stainless steel, if there is rust then it's probably better to replace the knife. with one that won't rust.

make a paste with vinegar and bi carb then scrub and wipe off, rinse in water
