I don't want racing, i want something with other cars driving around and i can choose and then drive the car.

There are no driving simulations like the above mentioned, no one has thought to make a title like that. Racing simulations for the PC market is however very different. GTR², GTL, rFactor being the top 3 out today, and all 3 run basically the same engine, ISI's gMotor2. GTR² & GTL both were done by SimBin, and rFactor by ISI themselves, with the latter being the most mod friendly. NFS and GTA series being mere racing games, there is quite a difference between the 'racing games' and the 'simulations'. As well as the communities that spring up around them.
