I know Volkswagen can use the Bugatti insignia but does that mean VW owns Bugatti?

Yes, VW owns Bugatti, Audi, Lamborghini, Bently, Skoda, and Seat. Porsche owns %30 of VW and they are partners in the car business world. They share parts and designs with each other. Ferdinand Porsche made the first VW(Beetle) and he made the Car company Porsche. That is why they are partners.
