Did anyone have this experience before? I really need some academic advisers to answer this question.

I have a friend who got dismissal from UC Davis right after his freshman year. Since he has to make up for a few classes due to his poor grades, the dean wouldn't let him to stay in UC Davis during this academic year. Now he is going to a community college and so far he has been getting A's in his classes. Will he possibly have a chance to transfer to UCLA? If it is possible, how? Please explain!

No, he won't be able to attend another UC as a student until he is back in good standing.

This is where it gets complicated. He must clear his UCD deficit, meaning he has to do summer school at any UC or UCD open campus.

But to have "not in good standing" changed to "good standing" on his transcript, he will have to enroll at least one quarter at Davis as a student and get over 2.0 GPA.

Ultimately, admission to another campus is not up to UCD. Check with admissions at other UCs. UCLA is competitive though so I am pretty sure they will not take him unless he is in good standing (see above again).

I strongly recommend that he consider CSU or private schools. They can ignore a few bad quarters at UCD because they have their own qualifying criteria. Also, remember that his UCD GPA is also his UC GPA (which is why he probably won't qualify at other UCs).

Although I do not know of any cases personally, he will not be eligible to transfer to another UC because he did not leave his home school in good academic standing (see link below). That means he will have to patch things up at Davis first. Since most people finish their GEs and transfer before the start of their Junior year, your friend still has some time. However, keep in mind that getting A's at a CC will help him get back into Davis, the grades will not transfer, only the credit. That means his overall GPA will be the same as when he left. I am not saying that it would be impossible to transfer but he will have to spend some time at Davis first.

Yes he should i got kicked out of a university. what i had to do is get an associates degree With a 2.5 or higher. then i had to appeal to get back in and when i did that i explained what i would do different and what i did to get a 2.5 or higher. i would recommend your friend getting teacher recommendations and doing some volunteering too. good luck to your friend. if you have any questions feel free to email me.
