is their a program that lets you do this and if so where can i download it?

The problem here is that the bittorrent protocol doesnt use sequential downloading. It doesn't start at the beginning of the file and go to the end. It splits the file into 'chunks' and sends them out in what amounts to random order to help ensure that the file is spread out among the DLers.
This makes it hard to preview a file since you might have a large portion but not enough parts in order to play. Try VLC Medea Player. It's freeware and the best available for any vid viewing.
While you're at it, dump BitLord, It's a spy/add ware infested version of BitComet. Try UTorrent. It's free, add/spyware free and stable as a rock.
