First you must find out if the gage in the dash is working. This involves finding the proper wires an applying voltage to it correctly( a wiring diagram would help) next, remove the float from the tank( this might require removing the tank) and test the sender with an ohmmeter with specifications from Ford. Last check continuity between the sender and the gage. Not a fun job.

Unplug the sending unit at the tank the gauge should go to full, that will mean your gauge is good and sending unit is bad.

Its probably your fuel pump/sending unit.
Not in your dash gage.

do the gas tank a filter in it

probably your fuel level sending unit. it is part of the fuel pump
