For publicity, use word of mouth, ask the librarians to help, ask/tell your neighbours, workmates, friends.
And as you say, notices ( put up in local shop windows, your car window, at the library). Say this -
New Book club being formed. Meeting at XYZ Library every week/month. First meeting Friday Xth March at 6pm. Group will decide what to read in advance, library will supply copies. Minimum charge to cover cost of coffee etc.

...or whatever else is necessary.
I would say, don't mention meetings in your home to start with. Find out what people are like before inviting them to your house.
Decide how many people you want in the group....regular attendance of about 8 - 12 is very workable. If it gets too big it's impractical to meet in private houses.
Possibly a good idea to appoint a Group Secretary, to keep people's phone numbers and emails, or get people to share this task.
Also have a nice notebook to list all the books suggested and actually read - it's amazing how quickly you forget what you read and when.

You can post a notice in your local paper telling the time of the first meeting also the book you want t discuss. Unless the first meeting is a just a "Get to know you" type. You can post messages on your local bulliton boards and if your town or city has a website where you can post messages, you can try there. A note, some publishers will donate free copies of books to a book club for their feedback.

we (my sister and i) started with close family and friends and asked them to each pass the word on to people that they knew...we had our first meeting about three wks. after we got the word out at her house and decided on a book we have been meeting once a month for the past 5months taking turns at each other homes or at a local pub....if that doesn't work then i would post a flyer in the local library,work,grocery store put your e-mail address on it. also you should put an age limit on it too you don't women who is much older or girls that are too young(minded) and make it sound fun state that refreshments will be served!...good luck.

Go ask your neighbors and see if they are interested, make sure u have a group of ppl between 6 to12, tell everyone in the community.I would select the book Where the red fern grows it is a classic

ask friends, relatives and or neighbors... if u are in school maybe post it on the buliten board and have your first meeting and decide on a book (have a couple to choose from or have everyone bring a suggestion
