You need to enter your BIOS (Setup when the computer first boots) and set the boot order to start with USB -- not all motherboards support it.

go into your Bios and set it up to boot from an external device eg USB device, which your external hard driver will be coupled to

Get open source software such as kubuntu. Microsoft works hard at making their software not work from an external hard drive.
