I cannot think of any CONS to this. Here are a list of PROS however:
Teenagers are going to make decisions for themselves. Sex ed educates, thats all. You cannot make the decision for students. By distributing condoms, you aren't condoning or encouraging anything, simply making sure if they're going to do it, they be safe about it. If the condoms aren't available, a lot of teenagers won't buy them, therefor risking STDs and pregnancy. By making condoms easily available to students you are decreasing the chance of teen pregnancy and the spread of STDs which in some cases can cause cancer, such as HPV...
The only CON I can think of is that teenagers won't learn to buy the condoms themselves which is part of being sexually responsible.

Kids are going to have sex if they want to, there's nothing parents or teachers or anyone else can do about that, I live in a very conservative state, sex ed. was not even offered when I was in high school (class of 91, thank you) We were taught to abstain from sex until marriage, some kids did, most however did not, myself included, I think condoms should be obtainable in high schools, I don't think it sends the message sex is okay, I think it sends the message, if you're gonna dive in, wear a life jacket.

So, particular. the youngsters that are going to do it rather is going to do it regardless and people who won't are not going to start in basic terms because of the fact they have condoms. So get a number of the little h*rny ones some friggin secure practices.

If they give out condoms they are in a sense promoting sex. But on the good side of that students are already having sex so they might as well promote safe sex.

NO, high schools should not give out condoms. Better sexual education might be an option, but condoms would just encourage them.

They shouldn't give them out randomly, but they should be availiable if a student asks for them. Students are having sex anyway, they may as well be having safe sex.
