Yes, clotting is normal to a period for some women. The clots are because of the uterus pushing out the lining build up that it doesn't need that month since the woman didn't get pregnant that month.

If the clot is bigger than the size of a quarter or if she must change her pad every hour or sooner then she needs to see her dr to have this checked out to see what could be causing the problem.

Yes, but is you think you are losing to much blood during the period talk with a gynecologist to prevent anemia. The only solution to minimize the clots are the pill.

Small clots yes, they're okay. If you are having big thick clots, bigger than a quarter in diameter schedule an appointment with your OB/gyn. Sometimes that's an indication of endometriosis.
