when the ground begins to thaw . that way the melting snow wont wash it away and, it will have a water source to help start the process or rottotill the spot and then spred seed and soak the ground good ,also for better results water for 15-20 minutes daily and not when its the heat of the day best time to water is early morning or latter evening.

This is the ideal time now and for about the next month. You are past the danger of frost and the summer heat has not set in yet which will give the seeds a chance to germinate and begin to grow ahead of the heat.

Right now, before it gets too hot. Use a seed that has a good amount of rye seed. It will germinate quickly; the in the fall get a better grade of seed and reseed. End od October, first of Nov. fertilize. Should look real nice the next spring.
