Here's my line-by-line interpretation:
Tell all the Truth but tell it slant -
Success in Circuit lies
Too bright for our infirm Delight
The Truth's superb surprise
As Lightning to the Children eased
With explanation kind
The Truth must dazzle gradually
<. . . you need to slowly introduce people to the truth, Otherwise, . . .>
Or every man be blind-
<. . . you’ll simply blind them and they’ll never accept it.>

Its about telling the truth but not coming outright to say it but gradually
