I checked my cheat stats when I finally finished the game and I had cheated aver three hundred times.... it sort of diminshed the accomplishment for me, but it was still hard to do even with tthe cheats.

You can cheat as many times as you like in San Andreas, but if you save the game while using permanent cheats, then the cheats can't be turned off or on again.

If you go above the cheat limit (around 500 for PS2, all others have no limit) then on the mission where you save Madd Dogg from the Calligula's Casino roof, you try to get a truck to save him and he immediately jumps off. I have a lot of files on the PS2 where I have cheated and I am stuck, and one where I have 100% completion with no cheats. On the PC, I cheat and I finished the game (not 100%).
