IBM page builder is good. Their tutorial is okay, but I would recommend getting some web page design software and just tinker. The manuals that accompany the software is usually quite comprehensive. I bought the software "HOTARU" web design and I used to make some awesome webpages. (When I was single and without kids.) Give it a go.
Or, take a class at your local college, or community center. They are always offering classes in stuff like that.
