No, of course not.
Why should I pay so someone I don't even know can look "pretty"?
There are much more important things in the world.

I think plastic surgery could be subsidized in special cases, as for people that do not have the money to pay for an operation, and they need it because of a problem they were born with, or accidents.

But just for stetical reasons... I don't think so. There are other medical needs that require more attention.

In practical terms, no, but if I was able to have plastic surgery paid for me by someone else, wow, I'd change everything.

Only if it is done to repair catastrophic injuries or birth defects.
