Gaara is much stronger for a number of reasons. One, becasue he probably trained harder since in one episode he was talking to Kankurou how he's trying to change his reputation and try to be strong sot he village can trust him more. He's also become the Kazekage, thats a huge role! Gaara was probably training with his siblings (Temari, Kankurou) and his sensei (cant remember his name).

Gaara has become stronger, no doubt, as evidenced by what he is capable of in his battle with Deidara. However, if you read the manga, you'd know that the Sand's elders picked Gaara to be Kazekage in part so that they could control him.

in one of the erpisodes (japanesse english sub) Garaa said he will work hard so that his ppl will accept him. and he is the kazekage he needs to be strong

He was training too, to become stronger and to protect the villagers, in hopes that they would no longer fear him. He says that in ep. 5 of shippuuden.
