Here's the basic data:

Jean-Baptiste Accolay (1833-1900). Belgian composer, violinist and teacher.

If you want more, you'll probably need to go to a specialized music encyclopedia like Grove's. You can generally find this in major university and city libraries and music department libraries. It's available by subscription on line for an arm and a leg.

unfortunalty many websites use wikipedia as thier source so you will find multiple websites with the same information.
