what are them things called that come wit the shoe but hang outside, most shoes just come wit one?

and they have a jordan sign on it, they just hang outside the shoe, for instance as the walk it swings on the shoe

it's a hangtag. don't wear it with the shoe (only losers do that)

put it somewhere. your keys, your phone, your rearview mirror, w/e.

A tag, or some shoes come with a "keychain" kinda thing that has the logo on it...

Well, the only thing that I can think of is the "tongue" of the shoe. It sort of flops outside, mostly under the laces.
