One of the best summaries of Kingdom Hearts: Chain of Memories is on the website for Kingdom Hearts II (link in sources below). When you get on the site, go to Story. A video will appear that will sum up the story thus far (Kingdom Hearts and KH:COM). Skip to about halfway through the video to get to the KH:COM portion of the story summary.
However, I personally do recommend playing through KH:COM to better understand the story in Kingdom Hearts II, especially in the beginning of the game. You may consider loaning a copy of the game and a GBA to play KH:COM, or wait and hope that KHII:Final Mix releases in the US market.

KH: Chain of Memories- What happened is that Sora defeated some the Organization XIII members, and each time, Namine erases his memory thats why he was in a pod in KH2 (restoring memory through Roxas) Oh Yeah! And Riku in Twilight Town!
