Accents and Dialects have developed over Centuries.

Some areas were more influenced by Foreign 'Incomers' other areas remained more remote and isolated for longer.

Some areas had Industrial pollution which gave rise to nasal and guttaral sounds which were 'bred' into the subsequent generations !!! :-)

Basic structure of the mouth (oral cavity) is quite the similar among people of all cultures. The difference of speech, or accent is due to how pronouncement of the vowels of the language. Consonants are well, pretty constant. But vowels can be made shorter or longer, depending on what accent you are looking for.

Because they all use their tongues in different way. Also, children needs to watch how lips and tongues are used for better sound but if the face is covered, they don't learn properly.

We call it accents but it all boils down to their own mother tongue or even father tongue!!
