It's all up to you. If people will read it, or heck, if you enjoyed writing it, then you succeeded

If you are writing fantasy it could take place in either an imaginary world that you would have to create, or else on earth in a time when fantasy and romance are strong, like in the long ago days of Ireland or Scotland when the stones were erected and we know very little about the people.

As for creatures, you want to use creatures that are either reasonably recognizable to us, and not ridiculously over-powering or else you will want to use creatures that may have existed or that are just variations of animals that we have today.

Be willing to do a little historical research, let's say, about Ireland or Scotland and follow the lead of where it takes you.

But remember, even in fantasy tales the basic idea of a book is still going to be about the same ... it's about people or creatures who have strengths and weaknesses and who are in conflict with each other. Also, what is it exactly you are trying to say? Pick a theme and stick with it ... good vs. evil, revenge is sweet, goodness is its own reward, the good die young, what?

Some basic fantasy creatures include elves, dragons, fairies, dryads, naiads, orcs, trolls, and mermaids. But the beautiful thing about fantasy is that you can make up your own (Fairy wolves, anyone?) Also, your settings will depend on what plot you want to have. If you want the big battle to take place in and around a city, make sure you have a good layout of the city. Draw yourself a map, it's good for reference purposes and most fantasy readers like to see a map.
