Pen (or pencil) and paper can be used to do many things more easily and simply than a PDA - for example, taking meeting notes, or sketching a diagram. It's cheap, reliable, highly portable "technology".
However, PDAs provide some advantages over paper-based information solutions. For example, PDAs can store much more information in a smaller amount of space; they can search through large amounts of information for specific data; and they can remotely retrieve information from external sources, for example via wireless internet.
So: to answer your question, yes, paper and PDA are alternatives, and both have strengths over the other. The most appropriate alternative will depend on what task needs to be accomplished.

It can replace a simple PDA (like the Sharp Wizard), but it can't organize everything. It cannot replace anything Tungsten E grade and up (Including Palm E and T series, LifeDrive, Treo, and Pocket PC's)
