Yep, they're correct. The vocals sound like Dylan (even though Dylan didn't even sound like himself when he recorded 'Lay, Lady, Lay' a few years earlier), and every site I looked at called them "the British version of Crosby, Stills, Nash & Young " (?!!). But it was the Gerry Rafferty/Joe Egan vehicle Stealers Wheel (correctly spelled without an apostrophe in front of the "s") who originally wrote the song and made it a hit.

Wikipedia goes on to say, "Some years later a dance version was a UK Top 10 hit for Louise, with a music video that drew heavily on the song's appearance in the sound track of Reservoir Dogs."

Also, "...in 2004/2005 the British independent label Lemon Recordings (of Cherry Red) re-released [all three Stealers Wheel albums] with remastered sound and new liner-notes."

The singer is Gerry Rafferty... the band is Steelers' Wheels... probably out in around 1973.
