The only job in Philosophy is teaching other people Philosophy. It's possibly the most useless endeavor in the history of the universe. Most cops start out with little experience and take collage courses on the job to move up the ladder. The best training would be a few years in the Army. Be an MP for a while and any PD would love to have you.

Becoming a Police Officer, is just a matter of applying to your local PD, or SO, as far as college goes, take some law enforment courses.
