fair use does not have specific standards. general principles are usually considered -
1. if there is an educational purpose. taking of material for the purpose of profit is generaly not fair use.
2. if only a small portion of a work is used, such as quoting a sentence or two from a novel.
3. if there is no reasonable substitute material for the particular commentary that is being made.
4. if the material is for social critique or parody purpose and this was not its original intent.
5. if no material damage is done by its use or display.
and proper attribution to original sources is given.

Fair use is always a risky alternative to getting permissions, you never know for sure what lattitude will be given for a specific instance.
