Yes poppy seeds can lie dormant in the soil (as "stibbs" mentioned) and digging will bring some to the surface where they can germinate. Yes these are almost always annual poppy seeds (as "old-bag" pointed out) and will need weeding out before they can set seed and until they are all gone. This can take many years...
Perennial poppies (Papaver orientale) can also set seed and these have the added problem of deeper root systems, so you'll need to get the fleshy roots of these out. This is rarely a problem though and usually considered a bonus as the seedlings are fewer and the plant is large and generally desirable.
The annual poppies (papaver somniferum - opium poppy and papaver rhoeas - field poppy and all their hybrid offspring) have fibrous root systems and are generally smaller.
So in short, yes if they're annual poppies you will have to weed out each one, because if you don't get them all just one plant will produce literally thousands of seeds.
An old saying says "one year's seed means seven years of weeds". Don't think it's Confucius.

i found with mine if i weed early like know while there's a frost then keep pulling them up before they flower there are getting less and less of them I'm in the UK these are single annual Poppy's which seed them selves every where my big opium type poppy is a perennial and grows in a big clump it doesn't seed itself so its OK it can stay but i do hate the others cause they took over its 3 years now and i think there nearly all gone

stop digging then. poppies seeds lie dormant in the soil for 100 years and you've disturbed them ....... you cruel person, seriously, there is a something called zimazine, if that how you spell it, that will kill germinating seeds without harming plants

I would dig them up, and you need to make sure that you take the flower off if there is one, also they might be rooting underneath the plants themseleves like crawler root system
