If there are 52 weeks in the year, and the average months has 4 weeks, why arent there 13 months?

Because some months have 5 weeks and they are included in our 12 months(the AVERAGE month has 4 weeks).

There were 13 months until the Roman Emperors came along and started to increase the length of months that had their name - August (Augustus), July (Julius) etc. The days had to be borrowed from somewhere, and the 13th month disappeared.
