in the new james bond movie he was in venice italy during one part and some of the buildings had what looked like air bags under them and when they were shot the buildings collapsed . were the buildings floating on air bags or just held up and supported by them

held up and floating would be the same thing,and yes they do,i believe they are for shock (ie earthquake)

The bags were inflated to support the building's existing foundation. The building were made, the river grew and the foundations needed reinforcement.
