It's a document saying your parents and the state are allowing you to work even though you're younger than the legal age. In my state, you can start working at 14 with papers. I think you can get them at town hall.

work permit is an authorisation to a person to work even when the existing law does not allow him to do so, maybe as a result of age limitation or otherwise.
